Availability of employee housing has been an ongoing struggle for the Refuge, as it has been for the broader community. In 2014, a preliminary environmental survey of the building found that it contains over 3,000 square feet of asbestos, a serious human health risk. The house, in a state of disrepair when purchased, has continued to deteriorate. Given these health and safety hazards, the Service determined that the building is not suitable for staff housing, nor is there any other feasible use for the house. Per the National Environmental Policy Act, the Finding of No Significant Impact and Environmental Assessment, including a response to public comments, can be downloaded from the refuge’s website or viewed at the visitor center (6 Plum Island Turnpike, Newbury, MA). The Holiday Open House event is hosted each year by the Hatchery to provide a unique winter-time opportunity to the surrounding communities to get together, enjoy each other’s company and learn about the importance of the environment.

The house was massive for its time and is sometimes referred to as Jackson’s first “trophy home.” The large home served as an important meeting place for the community. The first elections in Jackson Hole were held in the house in 1898, as well as numerous civic meetings and social gatherings. When Robert and Grace Miller sold their ranch in 1914, the Miller House became the National Elk Refuge headquarters. The Miller House was closed for two years due to the COVID-19 pandemic. When it reopened last summer, visitation was low and staffing the site remained a persistent challenge. The Miller House has had historically low visitation, with average daily visitation of about 6 people compared to the summer average of 650 per day in the National Elk Refuge and Greater Yellowstone Visitor Center.

Staff are currently reviewing all public comments submitted between November 1-30, 2023. It will likely take at least 1 month to analyze comments, draft responses, and edit the plan before a final draft is published some time in the New Year. While the public comment period has ended, anyone with potentially viable land exchange opportunities may still reach out to refuge staff at (see below and this page for specific land exchange criteria). To maintain the house in perpetuity would strain the refuge's limited resources at the expense of wildlife conservation and other visitor needs.

The US Fish and Wildlife Service (Service) will work with the General Services Administration to list the house for public auction, with a target of later this spring or early summer for a one-to-two-month auction. If the auction proceeds and is successful, the house would be relocated or repurposed this year, and if not successful, the Service will abate lead and asbestos hazards and remove the house. The Refuge considered reimagining the visitor experience at the Miller House, but it was ultimately decided that the best use of the building is employee and volunteer housing. The Refuge will be constructing a welcoming new Nature Center at the current location of the National Elk Refuge and Greater Yellowstone Visitor Center in 2025. This new facility will better meet visitor needs and align with the mission of the Refuge.
